pending between Ischnura pumilio and Enallagama cyathigerum I would like to hear opinions on how to determine this specimen.

I'm also tending towards this species;
my main concern were the blue spots on the back of the head - shouldn't they be more uniformly round in Ischnura?

Yes, it is the rather rare blue version of a female I.pumilio. Round blue spots on the head is I.elegans, pumilio is different, as your picture shows.
