I am not sure what this is ?

It can not be Smient x Baikal Taling due to the rusty coloration bleeding into the flanks.

Both those species suggested by the photograopher have grey flanks and the only hybrid of the two I have seen so far in photo also had grey flanks.

But blue bill suggests a wigeon parentage, so why not a sibilatrix hybrid  as chili smient hybrids often have the flanks partly rusty coloured?

look at theese clypeata x penelope slobeend x smient which are superficially similar

but with slightly differently coloured flanks, scapulars and tail and undertail coverts,
